Scott McAllister

Scott McAllister joined the U.S. Department of Homeland Security In December 2011, as the Deputy Under Secretary - Office of Intelligence & Analysis and served in that

position under both Secretary Napolitano and Johnson. Mr. McAllister led the offices responsible for Departmental and inter-agency support to the National Network of

Fusion Centers, the Department’s Nationwide Suspicious Activity (NSI) program office, Building Communities of Trust (BCOT), field deployed intelligence and reports officers,

and other nationwide initiatives. He also represented those responsibilities on the White House National Security Staff’s Inter-Agency Subcommittee, serving as Chairman of the Fusion Center and Suspicious Activity Initiative Sub-Committee, and a member of the

Senior Executive Service.


Prior to joining DHS, Mr. McAllister was with the Florida Department of Law

Enforcement (FDLE), having served as the Assistant Special Agent in Charge (Chief of Investigations) of the Fort Myers Regional Operation Center. Other duties during his tenure included serving as the Assistant Special Agent in Charge of Domestic Security

and Operational Intelligence at the Headquarters Division of FDLE. In that position, Mr. McAllister was charged with commanding, planning, organizing and directing responsibilities associated with the domestic security preparedness of the Florida Department of Law Enforcement and its state and local jurisdictional partners. Additional duties included the command of the operational intelligence for the

department and the management of the twenty-four-hour operation of the Florida Fusion Center as well as the Counter Terrorism Intelligence Center.


Mr. McAllister also served as the state of Florida’s Deputy Homeland Security Advisor (HSA), representing the State of Florida on matters of protecting the homeland under Governor(s) Bush and Crist.


Prior to being the Deputy HSA, Mr. McAllister served as a Special Agent Supervisor in charge of Domestic Security and the Protective Operations at the Miami Division of the Florida Department of Law Enforcement. He was responsible for the coordination of the Domestic Security Task Force, encompassing 109 agencies, as well as in charge of dignitary protection for the Governor of Florida and other visiting dignitaries.


Mr. McAllister brings more than 36 years of state and local law enforcement experience, including roles as a major crimes detective commander, SWAT Operator, and FBI Joint Terrorism Task Force Agent. Mr. McAllister is a graduate of the Naval Post Graduate School, the 178th Session of the Federal Bureau of Investigation’s National Academy,

the Harvard Kennedy School of Government; and holds a Master of Science Degree in Management from Rosemont College.


In 2014, Mr. McAllister was awarded the Director of National Intelligence (DNI) award for National Intelligence Joint Duty Service. Mr. McAllister most recently served as the DHS Director of the DNI’s South East Coastal Region, serving Florida, Puerto Rico, and the US Virgin Islands, as well as serving as the

Senior Law Enforcement Advisor to the Undersecretary.
