Christopher Guilford is a seasoned intelligence and policy advisor with over 24 years of experience in state and federal government. Most recently, he served as the Senior Intelligence Advisor within the Department of Homeland Security’s (DHS) Office of Science and
Technology (S&T), where he led intelligence-driven strategy and policy efforts. In this role, he advised the Under Secretary on intelligence matters, managed S&T’s intelligence activities, and coordinated with the U.S. Intelligence Community. His work focused on addressing science and technology threats, including adversarial AI, quantum computing, digital forgeries, and biometric vulnerabilities. Guilford also represented S&T to the Office of the Director of National
Intelligence and managed internal strategy development through collaboration with various agencies.
Previously, Guilford worked as a Senior Advisor for Tech Op Solutions, supporting DHS’s Office of the Chief Scientist and Strategy and Policy Office. He provided contract support as a Senior Analyst/Advisor since 2009, contributing to counterterrorism initiatives and executive
policymaking. His efforts included supporting leadership during national incidents, producing strategic issue papers, and improving organizational processes within DHS’s Office of Intelligence and Analysis (I&A).
Guilford began his federal service in 2006, appointed by President George W. Bush as Director for Intelligence & Analysis/Operations/Domestic Nuclear Detection Office. He reported directly to the Secretary for Homeland Security, supporting intelligence matters with Congress and the intelligence community, and received special recognition for his contributions to the 2007 National Intelligence Estimate.
Before joining DHS, Guilford served as a Senior Legislative Aide in the U.S. Senate, focusing on homeland security, transportation, and appropriations. He played a key role in passing aviation safety legislation after 9/11 and securing funding for NASA programs.
Earlier, he worked in Ohio state government, holding senior roles under Governor George V. Voinovich, where he managed legislative staff, oversaw state budgets, and led significant policy reforms,
including utility deregulation and banking law modernization.
Guilford graduated cum laude from Capital University and is a member of the Pi Sigma Alpha honor society. He is active in volunteer work and resides in Annapolis, Maryland, with his wife, Nikki Ann Guilford.
